Wouldn’t a thin layer of diatomaceous earth do the trick?

Yes it will work, great stuff..

The dia earth is tough in my short experience with it. If it gets wet at all it just turns into a paste and then has no effect on the bugs. So its kind of tough on small plants that need water every day or two. I don’t know maybe I’m doing it wrong lol!

It may not work as well wet, but it works fine after it drys and you can even put some in a sprayer to get hard to reach spots.
