I think the biggest issue is it would be impossible to manage all the vehicles in the air. ATC has enough issues managing all the personal and commercial aircraft, as it is, and adding hundreds of thousands of morons to the mix in flying cars would be a disaster.
It's no harder than establishing a set of traffic rules for each area. Having thought about this for awhile, I suggest a series of digital transmitters like cell towers that each broadcast the traffic patterns and coordinate with their neighbors to handle flow. For takeoffs and landings, maybe everyone can fly north unless weather or other conditions override that baseline. Each aircraft operates both radar and TCAS and flies according to these traffic rules, which amount to ending that everyone at any given altitude travels in the same direction and within a range of acceptable speeds. If one wants to go faster, climb higher in the pattern as speed limits would increase with altitude.

Doing it this way means no ATC is necessary over the vast majority of geographic area, freeing up such human supervision for places of high congestion like airports or events where large numbers of aircraft might gather in a short time frame.

The feds are having a hard enough time managing hobby drone flight even with geofencing being an option in many of them. Flying cars for the general public wouldn’t work with the type of population numbers we have. I honestly don’t think it would work safely even if all of them were required to be fully automated in the air. Just look at all the issues that have already been presented with drone delivery systems.

They're having problems with people flying outside the boundaries. That's different than using flight paths and such- the vast majority of commercial aviation does just fine and what I'm talking about reduces workload because now ATC only handles the special situations; the routine takes care of itself.
