That is where the gubmint and regulations, permission slips, licenses, certifications etc. all hinder capitalism. Blue states that are legal are showing exactly how to fuck it up with too many fingers in the pot.The downside to legalization is only those with huge pockets get to play in some states. Just the 1st step of the application process in my state is somewhere around $20,000.

A person with a homegrower permit may simultaneously grow up to 10 cannabis plants indoors in the person’s home. A homegrower permit costs $50 and $50 to renew annually.
Homegrowers may use or give their cannabis to other people who are at least 21 years old but may not sell or trade their cannabis.
Use of cannabis in public is generally prohibited but use lounges may allow cannabis to be used on their premises.

Here u can gift up to an oz. And in return u can get a tip or donation for the troubleSeems like to run an actual big grow your going to have to have some investors or your going to have to have the money for the permit. This is a step in the right direction but again excluding everyone who isnt a fucking millionaire from becoming a successful business in this market is just more of the same.

I'm not a fan of the need for a permit for home growers. It's not the cost, because $50/year is nothing, I just don't think the state should need to know that you are growing if it is legal. I would be shocked if you guys are permitted to sell your harvests to dispensaries, though, because that would require you to send in samples of each plant for testing and you would need a pretty robust tracking system for that testing to mean anything. I get why all the testing is necessary, but the testing and permitting processes put in place in most states just jacks the prices up and makes it hard for anyone without deep pockets to make a living growing weed. The govt just loves to take all these great opportunities and ruin them. The same happened with drone photography and videography years ago. I had spent a shitload on a commercial grade hexacopter, had jobs lined up with local realtors to film the properties they had for sale, and then the FAA came in and fucked us all before I could make a penny off of it. Now you have to have a licensed aircraft pilot (one who flies actual fucking planes) on staff and you have to get special permission from the FAA in order to do anything commercial with them.Looks like a new day is coming for Pa. I hope it all goes through the way it sounds because that would be great for you all down there. I think a lot of these republican politicians are full of shit. I know a lot of people who vote republican and none of them give a shit about the legalization of cannabis. I even know people in Kentucky who are all for the legalization and they tell me most everyone they know is for it, too. ******Those who satisfactorily complete the program, who have a previous cannabis-related criminal conviction, and who have a household income below $80,000 may apply for state grants and interest free loans that they may use to start their own cannabis businesses.
