It’s a bunch of bullshit. Governments do this to keep 99% of the people from being able to make a dime on cannabis. Sometimes it’s also caused by large organized crime entities paying off politicians to keep everyone but them out of the business.

As an African myself I've become accustomed to corrupt financial injection schemes African Dictatorships attract foreign investments which benefits the ruling government, while its own population have to live in poverty. Uganda is not the pearl of Africa. Do not trust these "investment opportunities". There are better opportunities.
