So I have a 4x8. Then a 3x 4 L piece at the end I want lit. I'm trying to figure out I'm 720w bars are necessary or I can just get quantum boards 480w I. Not a pro I don't have co2 and it's a open grow .? Do I spend an extra 200 on a light?

480W is plenty for the 3x4 section, if that is what you are asking about. Definitely not enough for 4x8 though.

960W is pretty much the standard for a 4x8. If you go under that you won’t be getting the full potential from the plants, IMHO.
